I thought PM7 was released because 6.x would not work under XP ??!!
Anyway, no idea if it will work in XP, but try this:
(The exe used is somewhere on your PM disc. Copy it to your c root.)
3. From the Windows Desktop select Start/Run. In the Open box type: c:\hpwapflg.exe /cscappflags
(there is a space between .exe and /cscappflags.)
4. The "Set Application Flags" window will appear. Select "New." The "Select Application" window will display. Change the drive location to the one that PageMaker is loaded on (for example: c:\). Browse to the PageMaker directory. For PageMaker 6.0 it is usually c:\PM60. For PageMaker 6.5 it is usually c:\PM65.
5. Highlight the executable file for PageMaker and Choose OK. Select the following application flags: Technology=Raster
Ignore Model Change
Swap Paper Dimension
6. Select apply and then choose Close.
NOTE: You must select Apply in order for the settings to save.
