Well I must say that for such an off the wall question, I received quite a number of very good answers.
Most recommended FoxPro, FoxBase, or Visual FoxPro 6
One recommended to code in C++ as this will then allow porting to anything! - Good advise but not for this situation where the programming has been 6 years in the making.
One that I did check on was some advise to see: "CodeBase, from <http://www.sequiter.com> -- it's a solid, extremely fast xbase engine that runs on just about every platform, including MacOS." This does indeed look to be just as the person says.
One last one suggested: "CodeWarrior... by using the SIOUX libraries... It creates a rudimentary TUI interface inside of a Mac window.... Some of the calls would have to be rewritten... but very minor..."
